Citizens’ Responsibilities

As a citizen, you are the main person responsible for your safety. In the event of an emergency, it is up to you to ensure your safety and your family's safety, as well as to protect your property.

Take the appropriate measures:

  • before a disaster;
  • during a disaster;
  • after a disaster.

Assemble an emergency kit that provides you with three days of supplies.

During an emergency or a disaster, you also have the civic duty to rescue and assist others.

Before a disaster

Get informed

Learn about potential dangers in your environment. This will enable you to better prepare for them and contain them.

Establish a family safety plan

In addition to the 72-hour emergency kit for your home, prepare a family safety plan. It will be highly useful in the event of danger. This plan must include:

  • The telephone numbers for the main emergency services;
  • The contact information of people to be reached in the event of emergency;
  • The location of emergency exits, your family's designated meeting place and the routes you will take to leave your neighbourhood; and
  • An inventory of your property, along with proofs of purchase and photos.

You should also determine what supplies you will need to ensure the wellbeing of anyone with you who has special needs.

Develop your family safety plan along with your children, if they are old enough to understand it. The plan should be kept in a place that is easily accessible and known to all.

Test your plan by evacuating your home in accordance with what you have written down.

Home evacuation scenario:

  • Locate the emergency exits for each room of your house;
  • Know how to cut off the water, electricity and gas if necessary; and
  • In the event of emergency, do not use the elevator.

Meeting places:

  • Designate two meeting places: one close to your home and another outside of your immediate surroundings. Route for leaving your home:
  • Plan a route for leaving your home to reach a safe location and an alternate route in case the first one is closed down; and
  • Share your emergency plan with all of the occupants of your home.

During a disaster

Follow the authorities' instructions

When the situation so requires, the authorities give instructions and provide recommendations. To ensure your own safety and the safety of your loved ones, follow them. Listen to the media in your area for information on the current situation and applicable measures. Rely only on valid sources of information.

Issues alerts

Report any incident or event, depending on its nature, to the following organizations:

  • Your municipality;
  • Your sector's fire department;
  • Your municipality's police department;
  • 9-1-1 or municipal emergency services if the matter is serious;
  • The Société de protection des forêts contre le feu (SOPFEU); and
  • Hydro-Québec.

Be useful

Here is some advice to follow in the event of a disaster:

  • Keep your family members together in a safe place;
  • Comfort and support your loved ones;
  • Discuss what you are feeling with a loved one or a caregiver to relieve some tension;
  • Do activities that keep you busy and allow you to better cope with the situation;
  • Stay informed of what is going on through first responders, the media or any other means possible;
  • As soon as the situation is no longer dangerous, visit the members of your family who were affected by the disaster; and
  • Offer assistance to the anyone with you who needs it.

Children are especially vulnerable during a disaster. Watch over them and behave appropriately:

  • Comfort and reassure them;
  • Keep them close to you;
  • Explain the situation to them;
  • Reassure them with respect to how they are feeling;
  • Encourage them to talk about the situation;
  • Answer their questions;
  • Allow them to help out; and
  • Avoid letting them see images of the disaster on TV or in another media.

Here are recommendations on providing assistance to a person with special needs:

  • Always ask the person if they would like help and how you can be of assistance;
  • Explain to them beforehand what you are going to do;
  • Express yourself clearly and calmly, and avoid speaking in a loud voice; and
  • Avoid lifting, supporting or physically assisting a person if you are not aware of the recommended safety procedures.

After a disaster

Get information

After a disaster, get information on:

  • Available government financial assistance programs;
  • Actions to take when preparing your return home after an evacuation; and
  • Support services that are available to you.

You may also consult your municipality for information on these points. Information is sometimes provided through information sessions, or you may be provided with access to local information offices or dedicated telephone services.

Request psychological help

Be on the lookout for reactions that may develop immediately or in weeks and months following an event. This may include anxiety, apathy, insomnia, tendency toward isolation, aggressiveness, increased consumption of alcohol, drugs or medication, and aggravated health problems. An appropriate form of psychological support may help you to overcome difficulties and handle any responsibilities that you have following the situation.

Remain attentive to people with special needs and avoid minimizing their requests or worries.

Consult the information sheets published by the Ministère de la Santé et des Services sociaux for people who have experienced a traumatic event.

Psychosocial services are also available 24/7 by contacting Info-Santé (dial 8-1-1) and selecting the Info-Social option to speak with a social worker.

Return home once authorized by the authorities

You may return home once you have been authorized to do so by the municipal authorities.

Request financial assistance

In the event of property damage, check to see if you are eligible for the financial assistance programs administered by the Ministère de la Sécurité publique.

Insurance

  • As soon as possible after suffering a loss, contact your insurer to inform him of the damages. He will be able to verify your coverage and inform you of how to proceed with your claim;
  • Prepare a list of damaged or destroyed property and, if possible, take pictures or a video of the damaged or destroyed property before disposing of it.
  • Take the necessary steps to avoid aggravating the damage and keep the receipts for expenses incurred to this effect.
  • Keep receipts for all expenses that you incur for room and board while away from your home. Depending on the nature of the disaster and your insurance contract, you may be entitled to a reimbursement of these expenses.

After a disaster, the government may set up general or specific financial assistance programs to help individuals, businesses, municipalities and organizations recover after suffering a loss or damage to essential property. Assistance is also available for organizations that have provided support and assistance to disaster victims.
